Europe has built one of the most sophisticated public funding ecosystems in the world for children's animated content. Through a combination of European Union programs, pan-European film funds, and national broadcaster mandates, European animation creators can access grants, development subsidies, and co-production financing at every stage of a project's life. For international creators, Europe also represents one of the most accessible co-production territories, with dozens of bilateral treaties and EU-wide programs designed to encourage cross-border collaboration.

At Whizzy Studios, we have helped clients build the creative packages they need to enter European co-production conversations. This guide covers every major European funding program relevant to kids animation, with precise grant amounts, program names, and current application details.

Creative Europe MEDIA

The Creative Europe MEDIA program is the EU's primary fund for supporting the European audiovisual industry, including animation. With a budget of approximately 1.35 billion euros for the 2021-2027 programming period, MEDIA is one of the largest public media funds in the world. For kids animation creators, three specific MEDIA calls are particularly important.

CREA-MEDIA-2025-TVONLINE funds the development and production of television and online animation content, including children's programming. This call is open to European production companies with a confirmed broadcaster or platform attachment and supports projects with strong international distribution potential.

CREA-MEDIA-2025-DEVSLATE is designed for established production companies that want to develop a slate of three to five projects simultaneously. This is ideal for studios that have multiple kids animation concepts in development and want to consolidate their European funding applications. The slate approach allows a company to spread risk across multiple projects while accessing a larger total grant.

CREA-MEDIA-2025-CODEV supports the co-development of projects between production companies in different European countries. With a total budget envelope of 6.5 million euros, this call rewards cross-border creative partnerships and is specifically designed to build the kind of multi-territory relationships that lead to pan-European distribution.

Eurimages and Pan-European Film Funding

The Eurimages fund is the Council of Europe's support fund for co-production of European films, including animated feature films. Eurimages provides production support in the form of interest-free loans (which convert to grants on delivery) averaging 300,000 to 700,000 euros per project. Animated feature films with strong cultural or educational value for children are among the most regularly funded project types within the Eurimages portfolio.

To be eligible for Eurimages, a project must be a co-production between at least two member countries, with each co-producer maintaining a meaningful creative contribution. For international studios exploring European entry points, a Eurimages-backed project provides automatic credibility and festival access that is difficult to achieve through other channels.

The UK as a European Animation Hub

Despite leaving the European Union, the United Kingdom remains one of the strongest countries in Europe for kids animation funding. The UK Children's Television Tax Relief offers a 39 percent gross tax credit on qualifying children's animation production expenditure. This is specifically the highest tax relief rate available under the UK creative industries program, and it applies to animated content made primarily for children under the age of 15.

UK-produced kids animation has experienced dramatic growth in international co-production activity since 2021. UK non-EU animation co-productions grew by 34 percent between 2021 and 2024, reflecting the territory's positioning as a bridge between European and North American animation markets. The BBC, Channel 4, and CBBC all maintain active commissioning mandates for children's animation, and a UK broadcaster license is one of the most bankable assets in any international kids animation pitch.

National Funding Programs in Key European Countries

Beyond EU-level programs, individual European countries have their own national funds specifically supporting animation.

France CNC -- the Centre national du cinema et de l'image animee distributes hundreds of millions of euros annually to French film and animation projects. France has one of the strongest national animation funding ecosystems anywhere, and French animation production companies are among the most actively sought-after co-production partners globally.

Germany FFA and regional Laender funds -- Germany's Federal Film Fund (FFA) and the state-level Medienstiftungen (media foundations) in Bavaria, North Rhine-Westphalia, and Hamburg provide production subsidies for animated content with German cultural connections. The German broadcasting landscape, particularly KiKA and ZDF, creates strong domestic demand for quality kids animation.

Nordisk Film and Scandinavia -- the Nordic Film and TV Fund supports animated content across the Scandinavian countries. Nordic public broadcasters including NRK, SVT, DR, and Yle collectively commission significant volumes of children's animation, and the region is particularly known for funding educational and values-driven content for younger audiences.

What You Can Do Once You Secure European Funding

European animation funding is structured differently from North American grants. Here is what successful European-funded projects typically do with their financing.

Build a genuine co-production partnership -- European funding for kids animation almost always requires a minimum of two country partners. The creative contribution from each partner must be authentic, not nominal. Producers who invest in real creative relationships find that the co-production model consistently produces better projects, not just better financing.

Target European festival circuits -- Annecy International Animated Film Festival is the most important industry event in the world for animation financing. A MEDIA-funded or Eurimages-backed project has automatic credibility at Annecy, which translates to stronger buyer interest and better co-production terms.

Stack with national credits -- the most sophisticated European animation producers combine EU MEDIA grants with national tax credits and broadcaster license fees to achieve effective financing rates of 40 to 60 percent of total budget before any pre-sales are made.

How Whizzy Studios Helps with European Applications

European funders and co-producers are sophisticated evaluators. They have seen thousands of animation pitches and grant applications, and they respond to creative packages that demonstrate genuine production capability and a clear visual identity for the project. A pitch supported by a professional pilot animation, full character design documentation, and strong style frames signals immediately that this is a team that can execute.

At Whizzy Studios, we produce the pilot animations, character sheets, and visual development packages that give European grant applications and co-production pitches the professional weight they need. We understand the standard that European funders and broadcasters expect, and we build our work to reach it.

European funding for kids animation is not reserved for European studios. Creators from anywhere in the world who understand how to structure a qualifying co-production can access these programs. The investment required is in relationships, in a credible creative package, and in understanding the specific requirements of each program. For those who make that investment, European funding represents some of the most reliable and substantial public support available anywhere for children's animated content.
